On Oct 28th, CARE received a report about a puppy being covered with spray paint at Dangsan Station, Seoul. Reportedly, a man was spraying the toxic substance all over the puppy’s body and eyes. Two CARE workers, including the president, So-Yeon Park, reacted immediately and drove to the scene.
Upon arrival, they found a drunken homeless man in his sixties dragging the red puppy by her collar. This man claimed to be the owner and said he sprayed his dog red because “people kept stealing his dog.” The toxic red paint allowed the owner to “mark his property.” He was not capable of being persuaded by the CARE workers, so So-Yeon grabbed his puppy and ran away. The owner threatened to report us to the police for stealing his dog.
The puppy was named “Anne” by CARE (after the Japanese red-haired cartoon character, Anne). We are currently caring for her and looking for a new safe home.
CARE is attempting to find rehabilitation for the abusive spray painting owner.
According to the current Animal Protection Law, there is no legal way for an organization like CARE to limit the ownership rights of any pet owner – no matter how abusive he/she is. We believe this case is further proof that this law needs to be repealed or revised.
